 Abstract 

By the beginning of the XX century in the Russian province formed an influential structure of the bodies of noble self-government. The provincial leader of the nobility played the key role in this system. He headed all the provincial institutions of the noble class self-government and represented the local nobility in the state structures of the provincial administration. The leader of the nobility held a special place in the system of provincial government, determined by its independence from the crown administration. One of the most important tasks of the provincial leader of the nobility was to protect the interests of the bodies of noble self-government, integrated into the system of local government. The main opponent of the provincial leader of the nobility was the Governor, who headed the local administrative apparatus. Problems in their relationship arose from the clash of interests of the tsarist bureaucracy and the local nobility. The transfer of such conflicts to the government level often gave an advantage to the leaders of the nobility, who were perceived in the capital as representatives of the interests of the upper class. In the early twentieth century, there is a tendency to strengthen the position of provincial leaders of nobility in all echelons of power.
